Ebola Emergency Preparedness

In the measurement of the effectiveness and success of the project, it is necessary to have an assessment plan. It helps in offering guidance as to what the researcher evaluates, the type of information needed, and who the evaluation is for. For this section, the evaluation plan will focus on data collection and the methodology used in the data collection, ethical and confidentiality issues and a self-assessment plan.
The main goal of the Ebola emergency preparedness plan; is to offer a guidance plan to the Veterans Affairs Department about Ebola disease management. The project provides the deliverables in the form of guidelines for the disease preparedness and management. Most of the deliverables are in the form of guidelines about the following issues:
Ebola virus Disease Personal Protective equipment,
Primary care guidelines for the management of the patients potentially exposed to Ebola,
Ebola Virus Disease contact investigation and management,
Roles of the healthcare providers of the potential or Confirmed Ebola Virus Disease (EVD) patients

Data collection evaluation plan
Data collection for the project will be in the form of observations and interviews from the healthcare providers, patients, and the agencies dealing with Ebola preparedness measures like CDC and WHO. The skills necessary in the observation method of data collection include the identification of influences on an individual’s perceptions, practicing non-judgmental statements, and focusing on the required details. Every data collector has a different perception of an issue to another. It is, therefore, necessary to understand the impacts of the perceptions in the observations made to avoid bias in the results. After observation, the data collector makes comments about the experience according to his/her understanding. In such instances, the statements and comments made about the observations should be free from conclusions and judgments. The practice ensures that any other person who reads the comments will understand the information obtained from the observations without much struggle. The last aspect is focusing on the details as per the required data. It is necessary that the data collector sticks to the objectives of the project in the data collection activity.
In the interviews, there are important skills to apply. The interviewer should practice good nonverbal and verbal communication skills. Confidence, posture, and maintaining an eye contact is key nonverbal communication skills to consider. Good listening skills and maintaining professionalism is essential to ensuring effective interview sessions with the target groups.
The data collected from the target groups will be both quantitative and qualitative. Quantitative data will entail the numerical data collected from the target group. The quantitative type of data includes;
The number of Ebola cases reported either confirmed or suspected,
The number of persons suspected to have the Ebola virus due to foreign travel,
Patients’ information concerning the age of the patients
Statistics of the prevalence of the Ebola disease in the Veteran community
The qualitative data types will include;
Patients’ information that includes the names, gender, locations, and status
Data about the classification of the patient’s condition as whether he/ she have a suspected case, confirmed case, or no case,
Information about the tools and structures developed in the management of Ebola disease,
The information about the level of preparedness of the healthcare providers in case of an Ebola emergency outbreak, and
All the information regarding safety practices when dealing with Ebola patients
The methodology to use in the data collection will depend on the design of the project. The design involves generation of primary data in the form of guidelines for Ebola emergency preparedness. The data required will be collected through questionnaires, interviews and observations conducted by selected target groups.
Addressing ethical and confidentiality issues
The data obtained from the various respondents and also from observations will be private and confidential. Thus, it is necessary to have ethical concerns about using it. No part of the data should be distributed or exposed to a third party without the consent of the respondent. In addition, the data should not have specific details from the source that can lead to possible identification. Another issue is the nature of any images taken during the observations that should not expose full details of the persons concerned. The considerations ensure confidentiality and ethical practices in data collection and handling.
