In July 2009, CMS released the Fiscal Year (FY) 2010 Skilled Nursing Facility Prospective Payment System (SNF PPS) Final Rule, whichleaves many industry leaders thinking about the future of long-term care.


A key component of the final rule is the re-calibration of the case-mix indexes (CMI), which will see a decline in Medicare payments to SNFs. The payment cuts included in the proposed rule are important and come at a time when SNFs are already struggling with tight budgets. CMS says that the cut is not likely to affect the quality of care being provided by SNFs.


Another vital component of the final rule is the finalization of the Resource Utilization Group, Version Four (RUG-IV) for implementation in FY 2011. The simultaneous MDS 3.0 implementation (slated for implementation in October 2010) and RUG-IV will certainly make things difficult for SNFs.
