This refers to those jobs that are still vacant weeks or even months after the incumbent left. The person could have been promoted, retired, found greener pastures elsewhere or passed away. Take to the person politely and skew the conversation to whether the compare is a good employer and how people get in.

You never know, someone might just tell you that they have a vacancy that has not been filled.
People you know: Contact any one you know. Tell them about yourself, current state of affairs, what you are looking for and places you would like to work in. Ask for insights on resume writing. People can be very helpful. Some will even ask for a copy of your resume. Whatever little someone does, appreciate it. They can even direct you to other friend of yours.
Use training tools and all manner of training resources at your disposal. This is the hidden job market at its best.
