Many employees, stakeholders, and sometimes even the person in charge of developing the manual and regulations themselves seemed to be confused about what is mandatory and what is not, as well as what the contents of each should be. A significant aspect of the OH&S Manual is explaining how the components of mandates influence the organization and how they will be addressed.
