The workers are legally entitled to take minimum wage, work 40 hours per week, annual paid leaves, sick leaves etc. This ensures that the workers can afford basic necessities of life without much hustle. They are more likely expected to have sufficient disposable income. However, it doesn't necessarily mean that workers find tipping as a disrespectable act. The custom is not actually necessary in the system created by the authorities.
