Noi schimba(ri la nivel european, în domeniul tahografelor
Parlamentul European s,i Consiliul Uniunii Europene au adoptat noul Regulament (UE) în data de 4 februarie 2014 privind tahografele în transportul rutier, care aduce modifica(ri în ceea ce prives,te aparatele de înregistrare prin noi funct,ii s,i ma(suri, dar totodata( modifica( s,i abroga( regulamente mai vechi. Astfel, Regulamentul (UE) 3821/85 în ceea ce prives,te aparatele de înregistrare ? tahografele - datorita( numeroaselor modifica(ri care au fost aduse de-a lungul timpului, s-a abrogat s,i a fost reformulat cu toate dispozit,iile actualizate în Regulamentul (UE) 165/2014. În acelas,i timp s,i Regulamentului (UE) 561/2006 privind timpii de conducere s,i de odihna(, i s-au adus unele modifica(ri.
Pe baza unor dezbateri publice între decembrie 2009 s,i martie 2010, în iulie 2011 Comisia a propus o modificare a regulamentelor în vigoare din domeniu, pe care Parlamentul European a analizat-o init,ial în iulie 2012. Consiliul a adoptat un acord în 29 octombrie 2012 pe baza ca(ruia s-a publicat apoi Regulamentul (UE) Nr. 165/2014 în 4 februarie 2014.
Analizând cont,inutul noului regulament vom constata diferite îmbuna(ta(t,iri aduse sistemelor de tahografe, atât în ceea ce prives,te noi funct,ii si capabilita(t,i, cât s,i în cres,terea gradului de securitate împotriva încerca(rilor de manipulare, precum s,i a modului de exploatare a tahografelor care ar trebui sa( fie simplificata( pentru a oferi conduca(torilor auto o mai buna( operabilitate.
Noi stim de unde sa prindem ofertele de inchirieri masini aeroport otopeni,atunci cand calatorim .
Începând cu data publica(rii noului Regulament (UE) 165/2014, se aplica( urma(toarele:
? În termen de doi ani de la data publica(rii va fi finalizata( actualizarea specificat,iilor tehnice ?Anexa 1B? (începutul anului 2016)
? Comisia Europeana( este responsabila( de obt,inerea aproba(rii atât a Consiliului European, cât s,i a Parlamentului European
? Ulterior publica(rii ?Anexei 1B Actualizate? va exista un termen de 36 de luni înainte ca montajul noilor tahografe sa( fie obligatoriu în cazul vehiculelor noi (începutul anului 2019).
Sub coordonarea Centrului Comun de Cercetare a Comisiei Europene s-au format cinci subgrupe de cercetare, orientate fiecare spre subiecte s,i teme diferite, care apoi împreuna( vor trebui sa( conceapa( s,i sa( formuleze actualizarea Anexei 1B. Acest proiect al noului concept al Anexei 1B ar trebui sa( fie finalizat conform planului pâna( la sfârs,itul anului 2014, cu toate ca( termenele fixate de Centrul Comun de Cercetare sunt agresive, ceea ce impune un ritm provoca(tor de tratare a detaliilor.
Schimba(ri majore aduse de noul Regulament
Noul Regulament (UE) 165/2014, din punct de vedere tehnic, aduce urma(toarele schimba(ri principale în domeniul tahografelor:
? Pozit,ionare pe baza comunicat,iilor cu satelit,i GPS
