Fiinovation - Encroachment can be explained as the act of gradually taking possession of something on which one does not have legal rights. Encroachment in physical infrastructures or property can be explained as building infrastructure in the bounds of property belonging to a government, individual or an institution. Land encroachment in India is prevalent in both rural and urban areas. An increase in population and depletion of natural resources like water, land and clean air etc. are creating challenges for sustainable urban development. Government of India's plan for development of smart cities need natural resources with pre-requisite land space to develop smart infrastructures. Land encroachment in these urban areas has resulted in unplanned growth and environmental degradation. It is observed that the encroached urban slum areas is generally at a high risk of health.
According to various research reports, encroachments in the catchment areas of water bodies have now reached an unsustainable level. As mentioned by the Ministry of Urban Development, the demand for water is expected to increase to 189 million litres per day in 2030 from 83 million per day at present. This is a major factor leading to depletion of surface and ground level water. Similarly, human settlement in the forest land (a form of land encroachment) has disturbed the natural environment and is broadly affecting global warming. Encroachment in urban areas adversely affects health of an urban dweller majorly through contamination of water, and disposal of untreated waste in the environment. But no report has till date calculated the ill effects of encroached land, leading to limited access to clean air and water.
Land encroachment in the urban areas is a result of poor governance, personal interests and negligence by the citizens. This is because the valuation of land is restricted either to commercial purposes and the housing facility. Land space is necessary for playground, parking, transportation etc. It is de-motivating to know that the government, even on learning the ill effects of encroachment on an areas' health and environment index, has ignored it. Fiinovation suggest that the government of India must take steps to fight against urban encroachment to realize its dream of 'smart cities'. The impact of urban land encroachment is greater in social, political, health, economic, administrative or judicial aspects. The ignorant attitude of the Indian citizens has resulted in the loss of control over the land. Thus, the depletion of natural resources due to land encroachment can be curbed and the population’s requirement of resources be filled.
