The Common Minimum Programme Of Pdp-bjp In J&k

This political event has been marked in the history of Indian Democracy as the two opposite polls have come together to form government in a state which is riven by separatist tendencies.

Here are the highlights and key issues of the Common Minimum Programme (CMP):

1- Both the parties will work on meeting the political and economic aims of the coalition as it is important to create an environment of peace, certainty and stability.

2- In order to be proactive, transparent and accountable, the government will function to transform into ‘smart government’.

3- It will be of importance for PDP-BJP to change the position of the state from the most corrupt state to the most ethical state.

4- To boost the economy of the state, the government will utilize its own resources, skills and society.

5- The government will ensure authentic autonomy of institutions of probity, including the state accountability commission, vigilance commission. It will be re-designated as transparency commission and an organization, dealing with the Right to Information Act.

6- The government will follow the ideology of the previous NDA government of Atal Bihari Vajpayee which said, “Insaniyat, Kashmiriyat and Jamhooriyat”. They will enable and help institute a sustained and meaningful dialogue with all internal stakeholders which include political groups irrespective of their ideological views and predilections.

7- The government will review in detail security situation in the state to make a final decision on the Armed Forces Special Powers Act (AFSPA). It will examine whether there is a need to de-notify unstable areas.

8- While recognising the different positions of both parties the present position will be maintained on all the constitutional provisions including special status.

9- The coalition government will facilitate and initiate sustained dialogue (Dialogue with Hurriyat Conference) with all internal stakeholders irrespective of their ideological views and leanings.

10- The land allotted to the security personnels on lease, licenses and acquisition will be given back to the rightful owners under the provision of the land acquisition act. However, the land will remain in the possession of the security forces if it is crucial for the requirement.

11- The state government will also focus on the one-time settlement for refugees from Pakistan occupies Kashmir of 1947, 1965 and 1971.

12- The government will take steps to provide a livelihood to the refugees from the West Pakistan.

13- The CMP will cover the people living on the Line of Control (LoC) for providing all sorts of benefits.

14- A proportion of the profits of NHPC emanating from Jammu and Kashmir's waters to the state government will be saved.

15- It will reverse all royalty agreements with NHPC.
