One of the best ways to do this is by using a soap or detergent along with a brush or even better a special pressure washer. In case of wax/sealer it's better to make use of a special stripper to get rid of them from the concrete surface. In fact, make sure not to use any acid wash on the concrete surface as it can get rid of required reactants in the surface, which can result in concrete becoming unwelcome to any application of stain.

It is encouraged to use water to test the surface to ensure it's clean and is ready to receive the application of stain. If the water is absorbed by the surface, then it's ready for the concrete staining. On the other hand, if the surface rejects water, then you might want to carry on with the cleaning process. Once it's ready and freshly cleaned up, you can move forward with the staining process to get that amazing new look.
