This should be after you have inspected the home and found it to satisfy your desires.

When you send a real estate property agent out to carry out the price negotiations on your behalf, it is important to give him accurate figures of the price range that you are willing and able to pay for the purchase of the house so that they go into the negotiations with an exact figure that you can afford. Their work, then becomes clear cut; they will be trying to get the home builders to accept a figure lower than the one you have given them, but under no circumstance are they to accept any figure higher than the one you gave.

The real estate agents in Maryland charge differently for their services both in terms of the amounts that they charge and in the manner in which they receive their payment. Some may demand for an upfront payment for their services while others may simply work for you, but then inflate the figure that they present to the MD home builders. In the latter case, the difference between the two figures serves as their fee.
