The nuts will interact with the water and release the chemical necessary to help clean clothing.

The oils are gentle on the skin. They produce a pleasant scent that reminds many people of apples. Soap nuts are also used as all-purpose cleaners in many such places. Some people place them in cotton bags, add some water and use the nuts to help clean a kitchen or other space that gets dirty frequently.
