According to the culture of Islam, every individual becomes accountable for his/her activities as soon as he/she attains the age of puberty. When the prophet saw the woman, he averted his eyes and told that after a girl attains the age of puberty, she should completely cover her body with appropriate clothing, whenever she sees other men in the community other than her husband. It is said that the modesty in dressing started from this event.
Muslim parents, generally teach their young girl child about the modesty in wearing dresses even before she attains the age of puberty. Even before they wear the hijab, which is the covering for head after reaching puberty, they are not allowed to wear short skirts and shorts, sleeveless tops and belly shirts in public.
In some cultures and families, girls are forced to wear hijab after attaining maturity and after seeing their mom and other women in the society, some girls start wearing them even before they attain puberty. Nowadays, some families are leaving the decision of wearing hijab to the decision of their daughters themselves. Even though, they are taught about the responsibility in their community, they are finally allowed to take their own decision.
